Storm Water Drain Blockage, Sewerage seeping into houses

Every month I pay my taxes and my municipality charges. I logged a call in November of last year and to date, very little attempt had been made to help me or my neighbours . The problem affects me, and three houses next to me. The storm water drains are blocked and flow into the sewerage which results in our houses flooding with water and sewerage. I logged a call last year and despite many many people making promises that it will be resolved, I am still no closer to getting this issue resolved. We are on the corner of 11th Avenue and 13th Street. Orange Grove. Can someone advise me what I need to do to get help.
