Sewerage & vat charges since 2018

Good afternoon

I've been querying with City of Joburg since 17th of October about the sewerage & its vat that i'm being charged monthly while they don't provide any sewerage services. I've been charged since June 2018. Our estate require every house to build their own sewerage & also maintain by themselves. I tried to call City of joburg several times. put on hold & eventually they drop 14th of Dec - i1st time: I called & put on hold for 17minutes. 2nd Time- I called & Mpumi put on hold for about 23 minutes and never came back to me.
