Sewer account headache

I stay in a semi detached house with one stand number. Coj has opened a body corporate account for sewer without telling either me or my neighbour. I'm now billed for both units.My neighbour is not cooperating.I'm at my wits end as to what to do cause Coj tells me to go and speak to him about it.I'm now desperate for a solution.
