Sectional Title Electricity Charged as Domestic

As trustee of a Body Corporate that has a meter for each unit we charge the 21 Units at domestic rates - most are in Step 1 and occasional some go into Step 2, however we are billed mainly in Step 5 as a single domestic user. Obviously we should be billed at Re-seller rates.<br> We have students, social pensioners and singles and small families living here. The owners then need to budget to pay the difference and put up the rent accordingly. I have seen the CoJ documents that state Bodies Corporate should be billed as such. We have tried standing in the council queues, email and phone, but no one seems to know their own regulations.
