Roadworthy required due to "fictitious record"

two vehicles had their disks removed so that both had to get retested at a roadworthy testing station. the Mazda BT50 passed, but the new license cannot be issued before the outstanding traffic fine, from 2019-11-26 by the way, has been removed from the system. But in 2020 the said vehicle had it's license renewed, but refused now. PS. Fine has been paid. Local license office cannot remove the blockage. the second vehicle, a Nissan NP200, also had it's disk removed and needs to be retested for roadworthy. The roadworthy testing station refuses to test the vehicle, stating that the mark "fictitious record" must be removed first. this vehicle has been owned by the company for the last 3 years, and the license renewed every year. there is a roadworthy issued in 2018 for the said vehicle. It was also a legal purchase and registration of the vehicle in the company's name. The notice from the same department states that a roadworthy certificate is required. how do you get a roadworthy certificate, if testing stations are unable to issue said certificate because of the mark "fictitious record. roadworthy required"?
