Region A department of health doesn't serve care about serving South African citezens

I submitted my application for a trading license and Coa 2 months back, but so far I have not received any support. The Department of Health in Region A has shown a lack of concern and has not taken any action regarding my issue. Despite reaching out to the highest authorities in the department, including the head, regional manager, and officials, I have not received any feedback. The latest update I received was that they are waiting for the JMPD to send an officer to inspect the area for compliance with street bylaws before I can begin trading. However, I have been waiting patiently without any response, and my attempts to contact them have been ignored. The area where I plan to operate already has other vendors, who surprisingly do not comply with regulations, yet no action is taken against them, and they are all foreigners. I have faced inconvenience for a significant period without a valid explanation, and it is essential for someone to take responsibility and provide me with answers
