Refund on monies paid for transfer of property

<p>I have been trying to obtain a refund of monies paid in advance to the Municipality to facilitate the sale of our property. The property was registered to the new owners in 2014 and despite providing the municipality with copies of the transfer, the new owners account in their name (yes even that was my duty), and all other documents they wanted, all I get is a new reference number each time. I no longer even live in that province and they simply don't care and keep charging me for services. My credit balance has gone from R15k to less than R10k already. My guess is that they won't respond here either......</p>
