Rates not sorted out since 2017

In 01/2017 i had a bill of about R15 000 of which i paid in full the same month of January, to my suprise in less than 2 months i received another bill of R10 000. i then logged a call with the municipality about my complain ,i have several refference numbers regarding the set problem and was advised ill be contacted and the matter will be sorted. I have followed up and sent several emails with no luck,since then to date my problem has not been sorted out. i keep getting increased bills every month and my matter has not been sorted.
