R32k water bill

In Sept 2015, I received a water bill for R32k for consumption of 1193kl (? 1.2 million litres) of water. We are not home from 6am - 6pm , I had plumber come out to check for leakages and nothing was found. I logged a complaint with the call centre and made several calls thereafter only to be told it is being investigated. Went to the customer service centre and was told very rudely to pay the bill or face having water supply to be cut. My average consumption over the past 4 years has not exceeded 25kl, So how is possible to get a bill like this, when the plumber was checking for leakages the main supply tap and meter had been completely covered with sand , he took out a 20l bucket full of sand before he got to the meter and tap ,so what was being read?My neighbor also received a bill of R25k for the same month he made a payment of R5k and still had his water supply cut. I don't have a swimming pool, my question is am I paying for the squatter camp in my area? since they get a free supply of water , should my neighbor and I pay the bill for the squatter camp. This is a ridiculous amount of water,
