Prepaid metre

I'm so disappointed with the service I'm getting recently both a house that has a prepaid metre . But on my statement they have counted that I need to pay for water how is that because I have a smart metre . Been calling to get this resolved but I'm not getting any assistance. My bill is getting high because I wanna understand how can we recharge a metre and also be changed 480 every month .
