Pre-termination notice of service

Today City of Johannesburg served my home with Pre-termination notice of service disgracefully paste it in my front gate for the world to know witouy bothering to knock. I was alerted by my neighbour. The account *** is not my billing account associated to my house nor is the name JOYO a resident and title deed holder of my property. I lived and own my home as well as paid rates services for more than 21 years without fail. I am horrified by the level of *******ion, ***** and greed it is immeasurable in my opinion if such questionable billing could happen. Why this second account even exist? The inompetence of City of Johannesburg municipality is incomprehensible and pathetic. I am displeased that I now have to allocate my valuable time and energy to sort out their mess.
