Poor service, un-managed services

The contractor sent to our house does not know how to disconnect water services instead they are wasting water that I will have to pay at the end of the day. I have paid the amount and made arrangements to pay the rest but still they came and disconnected water services. the contractor broke the meter and water is dripping its flooding outside my yard and that water i was supposed to be using but they are wasting it. The rule is \disconnect but leave some to flush the restroom but they've closed everything. Poor service I am disappointed "
