Poor Service, Incorrect Billing

My husband and I were at the COJ offices in Midrand, yesterday, Tuesday 15th August. The large board on fence clearly states they open at 7h30 weekdays. The security gave me such attitude when I asked her to let me in. She pointed at another sign (hardly visible on the other side - about 15cm x 10cm that states Tuesdays 9h00. Hello, you cannot read it from the road. So time wasted. We return this morning at 7h30, (the next day), and lone behold, the service lady is busy with her chit chat, plugging in her cellphone, getting the heater sorted to warm her feet, getting her music ready on her phone, plugged in her earphones..............then we were finally called up. I showed her our account and tried to explain that there is a serious problem with the billing. I was asked what the account number was, and then she looked at me and asked me what my surname was. Very confused. I was then told she will not assist as I am not the account holder. I am just the tenant who has to fork out double what we should be paying. Her attitude was so "I don't give a **** about you".................I have to get a letter from the land lady who is residing in the Eastern Cape. But I must understand that the land lady would have to come in and sort out my issue. The whole time with music in the ears. The council can bill you any way they wish and you just have to pay or end up with no electricity. Its disgusting. I tried to show her that July/August bills reflect the same opening readings and in fact, we cannot be held responsible for the entire bill. She was adamant that this is not her problem. No wonder COJ are having so many complaints. It is utter chaos. There are so many people who would give anything for a job. Why not do them a favour and replace the *********** people with people who will actually work and treat a customer with respect.
