Poor service delivery.

My issue is I reported a building related violation matter 2months plus minus the inspector not named who is supposed to serve the notice of compliance on the owner violating the building code is. running free. Yet in a call I made to the inspector he says he can't get the hold of the owner to serve the notice. What is that I see as incompetence on their part. They make a noise report this and report that but they stand and do nothing.
