Poor service delivery

<p> brought a house 2years ago and I have never received a piki up bustbin, I call the municipality, if they not only strike they promise to be on their way to deliver , two days back in called and they told me my bin was delivered to a wrong address they are on their way to deliver, nothing happened today I call again, I'm given someone else number to talk to them and when I call she sends me back to the person who gave me the number, now I tried calling again, no answer, my house number is 25613 tshwiri Street zone 6 meadowlands 1652, piki up ref no. ********** 594 , bin which they claim is mine' serial no. ********** 676. Please help my house looks like a dog's breakfast without a bin</p>
