Pensioners rebate

My Dad passed away 3 years ago, his executors are dragging their feet, even though there is no Policy or funds in the estate apart from the house and Municipality bills that is in his name. In the interim my Mom tried to apply for Pensioner's rebate from the Municipality, (she is 90 years old), but they refuse saying the accounts is still in his name, in the meantime she has to still pay the bills? Rebate account is in arrears due to them not crediting his account for a two year period that he app**** for in 2***, it was granted prior and after those dates, they promised to rectify the account, but to date they have not.
