Pathetic service from johannesburg water

I am highly disappointed in the material that has been used at protea glen ext 11 when installing prepaid metres. it has been close to 3 years now and every month there is a burst water pipe in different areas around my yard and yet i must be subjected to paying for water that is just constantly being lost as unsed water due to cheap material that was used. i have even went and contacted gcina manzi and still no assistance. must someone just loose their mind and behave erratically in order to get assistance? I WANT THIS SOLVED ASAP!!!! I am just fed up Really.
