Pathetic service for City of Johannesburg

On 02 April 2019, a property was transferred from my name. In order to obtain he Municipal clearance for the transfer, the municipal rates was required to be paid in advance. As a result, at the time of transfer, the municipal account had a credit balance of R6 502.18 that was due to me. The Municipality has not refunded the balance due to me. This is after numerous requests and followups. It is over two years overdue. The Municipality is also invoicing the new owner from 02 April 2019.
