Parcel Taking Long to get Delivered.

I have an parcel that came with rpxonline on the 2nd of February, when I track it since that day its only showing that the parcel is with the Johannesburg Metropolitan Municipality but according to the seller I was supposed to receive my parcel a day or two ago.so my question is ,does it have to take this long to get my parcel delivered if it goes through the Johannesburg Metropolitan Municipality.Thank you
