Overcharged water bills

It's very unfortunate that I'm writing this but I really need to know what's going on with high water bills. What's more expensive water or electricity??? 2018 hasn't been a good year for my family and I as we always have to visit the city of joburg office to query our water bills. Though we still paying but who pays R7k for water on a stand of a 2 bedroom house??? Both my husband and I working and our kids attending school. Everytime we visit your offices we told that either there is an underground leak which need us to pay for assessment but the shocking part was being told that In our area they don't read meters but it's based on estimate? really...??? We had to drain our sweeming pool trying to see if the water bill will stabilize but it's still getting worse every month. This is pathetic really... I'm not doing laundry at home anymore or anything you can think of that uses a lot of water but not change... who do we query to except these city of joburg offices as they not helping. This case needs an ombudsmen but why so many complicated website which confuse consumers... we need transparency
