Overcharged R11 000 for electricity.

I had problems with my electricity meter box in July and City of Johannesburg people arrived and connected everything and they said they will return a few days later to take the meter box. My electricity was disconnected today and I'm being charged a hefty fine of over R10 000 for "*******ly" connecting my electricity. I fail to understand as to how I'm supposed to pay this amount whereas the people who were supposed to come fetch the meter box never pitched and I have a reference that dates back to the 28th of July 2020. I've been calling and logging requests, but there's still no reply or assistance from the Municipality.
