Over billed

Joburg water over charg R60 000 as state. In 2012 they charge me R22000 and i made a enqury sends emails and made calls. 18 April 2015 i was billed R55 00and i took further step went to Braamfontein to make an equiry my reference number *** and i was told that the department will contact me within 30 days even today no call was made. Today i have contacted them to chexk the progree, the lady told me they took the actual meter which cost me R282 which is also supporting the fact that i was <br> over charged. No i am billed R60 000 from last month. And i pay R450 to R500 every month. Please help
