Office closed

The Sandton Licensing Department is not yet fully operational so they told me to go to Randburg to apply for a duplicate car registration document. Went to Randburg at about 12h10 today, only to find that they had closed at 12h00 for a Union meeting!!!!!!!!!!!!!! They should be open until 15h00. We were told to return another day. Surely they must have their meetings after office hours or on Sundays? What gives them the right to close office when they should be open? A Union meeting is NOT an emergency! Absolutely shocking lack of service from a Government Department!!!!!
