Not even the Premiere is interested in this crisis

A family member, recently experienced a grossly inflated electricity bill after a new meter was installed. I have been fighting with council for six months and I believe have uncovered a seriously flawed process within local government. Since the council deems it beneath them to reply to the various mails that I have been sending relating this matter I have escalated the matter to the office of the Premier who's representatives simply send the matter back to the same council officials who didn't respond in the first place for more of the same. I believe the matter is very very serious and relates to a single pensioner being billed R70 000 in an ******* manner without proper explanation. Bearing in mind that there are approximately 40 - 80 000 rate payers that have received similarly inflated billing letters this should be deemed a crisis by any Government official but the Premier and the Mayor and City Manager certainly aren't too bothered much like number 1.
