None payment for Joburg Water since August 2018

On the 22 August I was given a Purchase Order for decorating by jo'burg water for the 24/08201. As a small business owner I didn't want to disappoint them with them and myself with the elenth hour request. I went ahead and made the mean to find all the necessary equipment to do the Job. I did the job as request 2 days later I sent them an invoice of the total amount of R178. 580 0.00 hundred and seventy thousand, five hundred and eighty rand and i was reminded about the 32 day waiting period. After 32 days, I followed up with them with non payment, I was told my invoice was received in the system by the person who was suppose to. I followed with her (Puleng) until she stopped taking my calls, well I managed to find Nyadzani later by that time I was told that the account department only makes payment on the 15th or 30th of the month... To cut my story short I'm still not paid. Only last month end when I was expecting the payment in elenth hours, I was told the money bounced back because I have changed the bank accounts, but my bank account was changed long before I was appointed and I was also told that they were issues with sars. None the less because I ran up and down to get that sorted in 2day on the 30 hoping that I will be paid because I'm still within the month end. Unfortunately when I follow up I was told they still waiting for me to update them even some of the documents I was eg the change of bank letter I sent it straight to them then only to be told that I was suppose to hand deliver it... Well I immedielty did that on the 31 then I was told by the lady at scm that this might take about 6weeks because of some internal processes. I personally walked to the office to find help to speed up the possess and all that.... I was told the finance department only received the "banking details letter" yesterday and the process on their normally takes more than 8working days and lady in finance Said she needs to have the documents by the 13th when. I could 8days then still I will not be paid by the 15th and I don't know what else they going to pick the problem and notify me on the elenth hours. I hired out materials.,borrowed monies and went to point where I pawned my sister's car just to return little profit that I could but it seems like I went to all this troubled just to cause more troubles in my life and others...
