Got a final demand letter for my rates and taxes

i have been making payment towards the account and they dont seem to be acknowledging. that or maybe payments are misallocated

tried their call center number *** it rings till it disconnects , tried all available option on their IVR and no joy of speaking to a consultant to make a formal arrangement
