No refund for pretermination notice

Joburg municipality charged many users for a pretermination notice (R241.68) incorrectly in October/November 2015. They said publicly that users would be refunded. I have received no refund to date, despite lodging a complaint over a month ago. A very crafty way of increasing your cash flow and then quietly forgetting to process the refunds.
