No electricity for the past four days only at my house

I don't have electricity for the past four days and i did report the problem and city power sent people to fix the problem but when they get here they are all complaining about the key no one has the key to open the box on the street to switch on my plug.I fail to understand who has the keys??my food is spoiled on the fridge and it seems as if no one is willing to help i keep on calling the call center and the area manager they also fail to assist
