No answer

I have been calling since 8 in the morning I tries 4 numbers none of them are answered only now at 13:49 they answer but are just chatting on the background.. What kind of service is this mara. I am using my own airtime for people to just pick up the phone and chat on the background I even sent an email in the morning no answer

I called *** *** ***0 and finally a cell phone number *** forever on voice mail, can someone assist with logging a call for power outage.
