Need help to close my account

I have been trying to close my account since then with City of Johannesburg without success. I kept going into City of Johannesburg office more than 30 times in the last 3 years and have called the office I can not even remember how many time without success. The office in Midrand keep telling me as soon as the new owner registers the account my account will be cancelled and I will receive my refund. It has been almost 3 years now I still have not got any refund but instead I keep receiving statement that I own money till 2014 and recently received an SMS saying they are handing this account over to credit control.
