Municipal failure AGAIN

We have been waiting for over 30 hours for Johannesburg municipality to restore power after a lightning storm. A call was logged with a reference number on Sunday. At 2am on Monday I received an sms that it was cancelled ( which makes no sense because as I'll explain below, there are no night shifts, so why would it be cancelled if the issue wasn't attended to??). I escalated it at 2am online via the sms link. I then called again in the morning only to be told it had been repaired. It most definitely had not and they had no details or records they could share. And no one had come to the hpuse to confirm it was actually working. So a second call was logged with a second reference number. Eventually we found a technician wandering around outside. We approached him as he didn't even know where the house was ( the house has a BIG red number on it!). He then said the box on the street was fine but that the unit where the problem is is restricted access and he can't do anything. He contacted his supervisor who said he would send someone. I took the supervisors name and contact number. After some time I personally contacted the supervisor who said a night shift team would see to it after 19:00. Again, after some hours I contacted the call centre again. They assured me that no technicians operated at night. I gave them the original technician details sms'd to me and explained that he basically said he couldn't do anything. They sent me ANOTHER reference number now after 22:00 and when I checked, it was the same technician who said he does not have authority to access the unit where the problem lay. We are so frustrated because first they say it's done, then the technician can't assist, then the supposed supervisor gives the run around. Does anyone actually know what's going on. Why are technicians not given access to fix problems in certain units resulting in the whole chain collaping and having to start over at the call centre for the THIRD time ( only then to be allocated the same technician who can't do anything about it anyway) The technician we have dealt with is a gentleman by the name of Andries Nyiko Mondlana. His supervisor is called Modikwe and the number given to me was ***. I have all calls with the call centre recorded as proof that they don't know whats going on, and copies of the whatsapp messages with the supervisor assuring me that night shift would attend to it. WHAT IS GOING ON IN OUR CITY THAT WE SUFFER AT THE HANDS OF SUCH INCOMPETENCE????
