Miss-spending public funds

Jo'burg City Council wants to rename the William Nicol Highway. Drains have been so badly maintained that excrement is flooding ratepayers' properties, the roads are full of potholes and the pavements are an eyesore. Surely public money could be better spent or is this some sort of vote gathering ploy targeted at under-rresourced people?
