Misallocated payment refund

1500 was paid in error to City of Johannesburg properties insted of it being paid into City of Johannesburg rates account and now it dissapeared when I want it refunded.What happens to misallocated payments?What do I have to do to get back my money as am being given a run around from pillar to post with no assistance from the City of Johannesburg properties employees?
