Leaking water meter

I have a leaking water meter on my pavement and have tried all day to get hold of Joburg Water. I hung on the phone for over an hour and got no reply. I have also sent emails but they get rejected. The meter box appears to be crack and the water is running constantly. How do I get them to come and fix it. I am a pensioner can't afford to pay a water bill for my non use. Please help. Thanks
