Lawless Johannesburg

I have, it seems, been under the false understanding that sidewalks (Pavements) were city property ans therefor public domain. How wrong have I been or is someone taking bribes/ turning a blind eye to what's going on regarding restaurants in the following areas. Greenside Emmarentia, Park View and Parkhurst. Restaurants in these areas have taken over the sidewalks as their own property, ot only putting tables and chais there but some has put permanent structures there, like the WIMPY in Barry Hertzog, forcing pedestrians to dangerously use the road. This is but one example, everywhere these restaurants are forcing pedestrians off the sidewalk into the road. Who is sanctioning this ******* practice???? I have reported this matter to the authorities, and everytime I go shopping there is a new obstruction being erected, Tyrone Av Parkview!!! Is Johannesburg becoming the new free for all wild west as it is described by foreigners, to afraid to ever take a flight that has a stopover at OR Thambo.
