JOBURG WATER RECONNECTION DEPT IS A GHOST DEPARTMENT: PLS HELP

My parent's place water was reconnected, and after two weeks of struggling, we eventually managed to raise some money to pay. on the 01/04/2019 we paid R4180 they required.

Until now, the services have not been reconnected. We try to call the number ********** , which I was given when I called ********** . I sent an email on the 04/04/2019, and all I got was a response with the reference number.

I tried to follow up with the person who sent me the reference number, but it seems she just doesn't exist, because she is not saying anything. My parents are pensioners, and having to struggle every time they need water is bad, even more so because the money was paid. How can we find assistance in this case?
