Incorrect Rates charged and will not change it!

Bought a house and they registered it as a Business property now my rates are R2300pm which i cannot afford, i have submitted forms several times to have it changed and so has the attorney that did my transfer, but they still haven't fixed it AND they charge interest on arrears amount! this is totally unacceptable and UNFAIR!
