i am very upset

Good Day i am very upset with johannesburg water they billed me wrong in 2016 i was then told by one of the consultant that i shouldnt worry he will sort the account out the account then went into arrears cause no one did their job now i am liable for a account of R22000 i can never owe that much as we only two that stays in the house i have taken this matter up with of counsil officer and no one comes back to me with feedback i am just getting pre termination documents i am a pensioner i cant afford R22000 i will pay the arrears but i will not pay the amount of R22000 so please can someone sort this out its urgent please
