HIGH COSTS FOR WATER AND ELECTRICITY FOR A ONE INCOME BREADWINNER

For the last two months, my account for my water and electricity has been over R9000k, a normal household of 3. I am the only breadwinner in this house household. How can a normal person pay an account of this amount and still try to manage to buy food and pay debt? the amount of R9000k is more than half my gross salary, and yet when you go to then and try and come to terms they cannot even even you proper advice,

Previously I have requested prepaid electricity but the form always seems to be misplaced or lost, I have app**** 4 times... Why can the the City of Joburg not see when persons are struggling in affording their bill and present them with the following solution.

Give them the debt arrangement plan, with the option to go prepaid. This will in turn avoid any more outstanding costs, Why do they allow the poorer to become poorer and not present a solution.
