Extremely unhelpful at city of jhb

Please tell me who can help me at City of Jhb with the following issues because I was there on Saturday and today and have had no help whatsoever, besides being repeatedly called a ***** over 20 times on Saturday and today the same guy in the ted shirt continued with his insults today. Problem 1. I cannot pay 30% on arrear amount. I'm unemployed but they refuse to listen. It's amazing how Rockridge at 7 Gordon Terrace owed City of Jhb over R 1.3 million and only paid a R 5 000 deposit,they want me to pay far more when I have about R 28 000 in arrears.

2. They have again drastically overvalued my property in order to charge double rates,it is not worth that amount,but you get no help resolving that issue either. 3. Indigent rate also applies to heirs who inherit property but Tino at City of Jhb disagrees even though it's in the policy manual of various municipalities.

Please help. I was given some work but cannot do because I have no electricity, unfortunately I don't reside in Soweto where billions are written off
