Expensive water of City Joburg

Hello out there, i am a resident in Cosmo City ext 6 iland i have being leaving here for the past 15 years. The city never provide us with water meters in the first place until now when they start changing us R411.00 for water every month exclusive normal tax and rate which they are charged at R382.00. I call in to query it and i was told that we are being change that amount because we don't have maters i ask who is responsible to put those meters at our homes, and told they don't care. So my concern is for some people are leaving with tenets of up 3 or 4 in their homes and i am leaving with my two children and my wife but i must ended up paying the semi amount of money of R411.00 for water. It not fair at all can i be helped if possible because what is happening here it is madness of the city thank you.
