Exorbitant settlement fees

I have a unit in Golden Oaks complex in Boksburg. By end of February 2018 my account with City of Johannesburg was R1000 but a settlement figure since I am selling the unit is said to be over R10 000. Nobody is prepared to explain how the ridiculous amount came about. My account number is ********** 425.
