Disgruntled

I checked my municipality bill this month and I was shocked to see it jumped from the normal fee that was being charged to R26885 which I must pay now. I was told that I have not been charged for sewer services from 2020 which now puts me out of pocket. This is because of someone's mistake and it has now become mine. This is really not fair. If this is the case, could they not have written me a letter and give me options. Now I am paying for someone's incompetence in this dire economy. This is really now fair as I feel like a little ant under an elephant.
