Despicable City of Johannesburg ******* - name change abbreviation should be COJT

There are a number of issues with the City Of Johannesburg. I cannot understand the incompetency of persons working at this municipal "non" service provider. I have a property that has been vacant for six months, yet have received an estimated bill each month. The weird factor is that the water and electricity were disconnected at the beginning of the year, yet I still had to pay the estimated amounts. After numerous calls, visits, etc, nothing was done and in spite of everything being paid up, including an additional three coming months payments, there were still issues. My problem is that this essentially amounts to THEFT. The City is basically *****ING money. How is it that someone is made to pay a hefty bill for NO SERVICE PROVIDED. This goes to show exactly where the country and all governmental departments are headed, completely downhill. I am disgusted by this putrid, incompetency and theft.
