Council incompetence on water bills

I have account no *** at a complex in Sandton. The city is charging me for the complex water used for the common garden areas. All attempts to split the account into one for my personal use and one for complex/homeowners' association have failed. I have now been landed with sa bill for R110k and a pre-termination notice. How am I suppose to raise that kinf of money? Even seilling my car would not suffice..
