COJ - No one to speak to for assistance re rates account

I paid my rates account number ********** 57 at Atholl Spar in February 2019. To date this payment is not being reflected on my account as paid and I am being charged interest and now a final notice charge. I have emailed their email address stated on the account three times with supporting receipt and get back an auto reply mail saying that my mail will be directed to the relevant department and I will receive a reference number. None received to date. I have also tried to call numerous times, but after holding for a certain period of time, the call gets terminated. You can not get to speak to anyone to try and sort it out, so do I just keep mailing the email address until one day someone decides to look at it!!!!
