COJ is taking us for a ride with Billing for Water

I have been trying to get my water bill Fixed for the past year now, every time I phone the call centre I get a new reference number , or they cut me off or they tell me to go to Joburg Water, I feel the council is taking us for a ride , with high Billing or they dont know what the problem is to sort out the billing.
