COJ ignore refund payments

COJ owes me a refund of R18004.83 it has been more than a year to try and get my money out of them... first I was told that they owe me nothing - Finally they acknowledged it and a reference number. Was told between 4 and six weeks, it has probably been about 12: reference number ***. I also keep getting messages saying I havent been paying my other account and it is ALL UP TO DATE
