COJ deliberately withholding re-funds

It seems that, after more than 2 years of trying to get my deposit back (Closed account) the coj is deliberatly frustrating the process and deliberately frustrating me as the client by continiously requesting documents that has already been sent to them incl but not limited to proof of payments for payments made years ago. It furthermore seems that even in light of bad reviews the coj simply keeps on frustrating the public. Going to the ombud brings you to a new set of complains about the ombud. I feel that a system should be in place where coj individuals responsable for these frustrating acts of spite or incompetence could be personally held legally liable for witholding funds deliberately and therefor causing emosional harm to the people they are supposd to be of service to.
