City power useless agents

We have a live wire on the road for about a day now we call city power they are useless agents have attitudes and drop calls on us if a child gets injured whose fault will that be. They keep saying escalating it but nothing updates and its a bull**** story no vans or tech cause they too busy with ******* connections
